A MESSAGE TO OUR GOVERNORS AS WE AWAIT THE ESTABLISHMENT OF STATE POLICE IN NIGERIA .

By Besiru Enakhimion.

Many Nigerians have for long, clamoured for the establishment of state police in the country .

Such Nigerians have listed some of the benefits of the force as, a boost in security of lives and property as well as creation of employment, as many Nigerians that will be recruited into the force will decrease the unemployment market.

Based on the alacrity with which members of the National Assembly and the presidency are working on the idea, soon the state police will be officially and finally born in the country.

Just as many Nigerians have clamoured for the establishment of the new organization, others have been sceptical about it. Some of the fears expressed by such people are part of my message to our state governors in this piece.

In all, the establishment of a state police force is supposed to be a blessing to the country, depending on how our state governors and other Nigerian politicians handle it .

Recruitment process:

This is the area that will influence the efficiency of the policy. It is known that recruitments of personnel in most government offices in Nigeria are not based on merit  but what is in Nigerian parlance known as, ' who you know' or  ' connection.' Decent and  sound minds are not in short supply in the 36 states of our country. Therefore, our governors should not take the recruitment of their personnel as an opportunity to patronize their political thugs . They should ensure that their recruitments are based on merit. The recruitments should not be concentrated in one or few areas of the states, rather it should be spread to all the local government areas of the states . For instance, in Edo, the recruitment should spread across the 18 local government areas of the state . In fact, every ward in the 18 local government areas should have  personnel in the force.

Starvation of funds :

It has become a tradition in some states and local government councils in the country to owe workers' salaries and allowances . This is an area the state governors should be very careful . People whose working tools are guns and ammunition should not be starved of salaries and allowances, else they will be forced to use their tools for illegal duties that can fetch them money.

Provision of necessary working tools :

What is worth doing at all, is worth doing well. For the proposed establishment to yield the expected fruits, the state governments must provide the necessary working or professional tools for their personnel. This has to do with all the items needed for training, helmets, booths, uniforms, vehicles, bullet proofs petrol or diesel and other necessary items. A situation where police personnel are pushed to raise funds to buy tools for their use will definitely breed corruption . The police personnel should be adequately and regularly trained too.

Presence of a committee of retired and serving police officers :

The state governors should set up committees of retired and serving police officers, to examine the federal police force and point out areas that deserve improvement or correction and use them as a guide in their own projects.

Use of state police personnel for vendetta :
This is one of the areas that have scared skeptics on the establishment of state police in the country. With the type of democracy practiced in our country, where there seems to be no respect for the rule of law, most state governors and other politicians with undemocratic features  are likely to use the proposed establishment to attack their known and perceived political enemies. Our state governors should guide against this anomaly.

In the past, some state governors were accused of using  vigilantes group in their states as thugs during elections. The state governors should not use their state police personnel for thuggery during election. With the level of desperation noticed from the action of some notorious Nigerian politicians towards the 2027 general election, we all pray and hope that our governors and members of their political parties will not deploy the new establishment for their selfish interest. If that happens, it will be a case of jumping from the frying pan to fire.
